Valentine Disappointment?

I have been dating someone on and off for over 5 years and it is only now that I am getting to really know him. For Valentine's Day, I put thought and effort into the personalized gift I got him and all he sent me was a card. The card was great and he told me he loved me and misses me but I was expecting more, at least flowers. Am I wasting my time with him or does he just not spend money until he's in a relationship with someone?
