Are we meant to be friends forever?

i was best friends with Amber since 7th grade. we got into a huge fight in 18th grade amd didn't talk the whole summer before 9th grade. during 9th grade we started talking again and became very close again. well were in 10th grade and got into an argument and she didn't want to be friends anymore. i haven't talked to her in a couple months and on Valentines day she gave me a card and i was surprised because i thought she hated me. now i wonder why she gave me the card if were not friends anymore. does she feel bad about the way she was mean to me? is she trying to say that she wants to be friends again? should i talk to her? a part of me does want to talk to her but i remember that she hurt me and im not sure if i can forgive her because it wasn't the first time she hurt me and i forgave her in the past and she still hurt me again. what should i do?
